This week is National Volunteer Week (April 14 to 20), which provides the perfect opportunity to thank members of the Surety Association of Canada who contribute their time and efforts through their committee involvement and through participation in supporting our advocacy efforts. This year’s National Volunteer Week theme is "Every Moment Matters". It highlights the importance of every volunteer and each contribution they make at a moment when we need support more than ever. The sharing of your time, skills, expertise, empathy, and creativity is vital to the inclusivity, strength, and wellbeing of our communities. As well, your contributions greatly supports and impacts the advocacy work that our association provides on behalf of our members. As a volunteer driven association, during National Volunteer Week 2024, we come together to recognize and celebrate the importance of each and every volunteer’s impact from coast to coast to coast. Le Comité permanent du commerce international (CIIT) mène une étude sur le Système d'évaluation et de gestion des recettes de l'ASFC (GCRA). Le lancement de la version 2 du GCRA est prévu pour le 13 mai 2024. Au cours des délibérations, nous avons remarqué qu'il semble y avoir une certaine confusion qui a conduit à des malentendus concernant le rôle de la garantie financière en général, et en particulier autour des cautions. L'Association canadienne de caution (ACC) a soumis la lettre suivante au CIIT pour rectifier les informations et fournir des éclaircissements ainsi que des informations détaillées à ce sujet. The Standing Committee on International Trade (CIIT) has been conducting a study on the CBSA Assessment and Revenue Management System (CARM). CARM Release 2 is scheduled to launch on May 13, 2024. Throughout the proceedings, we have noticed that there seems to be some confusion that has led to misunderstandings around the role of financial security in general, and in particular surrounding surety bonds. The Surety Association of Canada | L’Association canadienne de caution (SAC) has submitted the following letter to the CIIT to set the record straight and to provide clarity and detailed information in this regard. **MEDIA RELEASE: Surety Association of Canada Voices Concerns Over New Procurement Strategies in Newfoundland and Labrador** March 7, 2024 – Mississauga, ON – The Surety Association of Canada (SAC) has expressed significant concerns regarding the Department of Transportation and Infrastructure (DTI) of the Government of Newfoundland and Labrador's recent announcement on new procurement strategies designed to support local suppliers and promote sustainability. SAC believes that this policy is misguided and was founded on the basis of information that is inaccurate and in some cases false. On February 5, 2024, the DTI announced the introduction of two innovative procurement strategies with objectives that include maximizing provincial suppliers' success in obtaining government contracts, fostering supplier development within the province, and enhancing sustainable purchasing practices. A key element of these strategies involves changes to the use of bid bonds. Bid bonds serve as a financial guarantee from vendors when bidding on projects, ensuring that the bidder remains committed to their bid and provides the required project security if selected. The new strategy proposes a reduction and potential elimination of bid bonds, a move that SAC believes is indicative of a total misunderstanding of bonds and their role in protecting taxpayers and small businesses. "The assertions regarding bid bonds in the government's statement are not only misleading and inaccurate, but in some cases, patently false," said SAC President & Chief Operating Officer Steven D. Ness. "It's alarming that such inaccuracies and misguided assumptions would lay the groundwork for public policy decisions." In response, SAC has initiated contact with the DTI and the Honourable John G. Abbott, Minister Responsible for the Public Procurement Agency, to challenge the misinformation surrounding bid bonds and the suretyship process. SAC is urging the government to reconsider this policy direction. "Our goal is to work with the government to ensure that policies enacted are based on factual information and truly benefit taxpayers and local enterprises," Mr. Ness added. "We are requesting an opportunity to explain the surety products and processes through educational presentations, highlighting their processes and advantages." We would like to congratulate Robert (Bob) Sloat, the Surety Association of Canada’s (SAC) Regional Director for Western Canada, on his 15th year work anniversary.                                                                                         Over the years, Bob has been incremental at moving forward numerous initiatives that benefit the surety industry in Western Canada, which has resulted in developing solid relationships with many stakeholders, as well he has delivered numerous informative educational sessions and has been a strong advocate in bringing awareness on the use and benefit of surety bonds. Bob has a very welcoming personality which has established him as the go-to person for SAC members (and others) in the provinces of British Columbia, Alberta, Saskatchewan and Manitoba. With his zealous and dedicated commitment to his role, he often lends support on initiatives in Yukon, the Northwest Territories, Nunavut and other provinces.
